THE ONLY WAY TO AMNESTY IS THROUGH LEGALIZATION
INSTRUCTIONS FOR CIRCULATING PETITIONS
89,048 signatures (150,000 to be safe) ARE NEEDED to place on the November 7th, 2000 ballot to amend the Oregon Constitution to legalize cannabis (marijuana) for adult use in private.
"THE MANUFACTURE, POSSESSION, AND CONSUMPTION, IN PRIVATE, OF THE PLANT CANNABIS AND ALL OF ITS FAMILIES AND BYPRODUCTS, SHALL BE LEGAL FOR ALL PERSONS 21 YEARS OF AGE OR OLDER."
It’s quite simple but there are a few things that are MUSTS.
Only Registered Oregon Voters of the same county can sign on the same signature sheet. In the upper right hand corner of signature sheet is a "box" with a line on which to write the name of a county. If you’re, for instance, collecting with a sheet labeled for Marion and someone is from Lane Co. you need to take another sheet and label it "Lane" so on and so forth.
The sheets do not have to be full nor does each signature have to be received on the same day, but they all have to be signed by you, as circulator, on the bottom right, per instructions, on each sheet.
You need to have people sign, print, etc. using the address at which they are registered. Not their Post Office Box, where some folks receive their ballots.
Leave the space at the lower left titled "sheet number" BLANK.
By Law, you (circulator) MUST have a true and complete copy of the initiative you are collecting signatures for available for people to read. You do, it is on the back of the signature sheet in the space above "chief petitioner:" Yes, that is all there is, one sentence. Pretty clear.
We are asking that folks who are collecting from friends and family to ask each person that signs to also take a signature sheet and have their friends sign. Please return petitions as soon as possible.
Sheets (blank) MAY be photocopied. Make sure front and backsides are orientated properly. The sheets must be identical to the ones we are sending you on 20lb bond paper found in most Kinko machines, but not recycled paper.
