To use, subtract 8 hours from the Universal time for West Coast Pacific Standard Time and subtract 7 hours for Daylight Time in the Pacific Zone. Example 21:00 UTC which = 9 p.m., subtract 7 hours for the time of day in the Pacific Zone and you get 2 p.m. PACIFIC DAYLIGHT TIME. Subtract 8 hours for PACIFIC STANDARD TIME of 1 p.m. To convert Pacific Standard time into UTC (Greenwich Mean Time to us old timers) convert the Pacific Time into 24 hour time, ie 1 p.m. = 1300 and then add 8 hours and you come up with 2100 UMT, if you go past 2400 then you are in a new day so convert the day also, example 4:01 p.m. Pacific Standard Time on February 6, 2000 =1601 hours in 24 hour Pacific Time and then add 8 hours to that to convert to UTC time and you are at 0001 on February 7, 2000. or 1 minute after midnight if that makes it easier for you to understand.
